ORGANISATION, FUNCTIONS AND DUTIES

1.FUNCTIONS

 The Office of the District Town and Country Planning looks after the subject of planning and development in rural areas. The development is achieved through Indicative Land use Plans (ILUPs) prepared for the rural areas by way of indicative Land Use Plans.    Indicative Land use Plans (ILUPs) for Gram Panchayats   with population upto 10000 are prepared by the DTCPO office. The planned development is achieved through approval of layouts and by regulating the developments through building rules and zoning regulations and approval of industrial installations.

The District Office has a distinct function of regulation in rural areas. In respect of Rural Areas, the developments are regulated under the provisions of Panchayat Raj Act,2018 i.e., in respect of technical approval of layouts, buildings through e- panchayath online and for industries through TSiPASS online portal.

The District Office assists the Director of Town and Country Planning in planning and development matters in rural areas. The District Office is able to achieve a fairly reasonable level of development in most of the rural areas by way of suggesting and implementing layouts and regulating the industries and other buildings as per the norms.

The District Offices have powers to deal with technical clearance of layouts up to an extent of 1 hectare and buildings of more than 3 floors or 9 Mts. height in an extent of 450 Sqm in Gram Panchayats in addition to preparation of Indicative Land Use Plans for Gram Panchayats and provides technical assistance to the Gram Panchayats and industrial clearances up to 5crore of plant and machinery cost (irrespective of H.P).

2.STRUCTURE OF THE DEPARTMENT (Director of Town and Planning,Telangana)

  • The Department is having at present four-tier system, one at the Head Quarters for overall Town Planning Administration of the State and providing policy guidance,monitoring
  • The second one at regional level for better coordination and liaison between the State Level Administration and District level administration and gross roof level Urban Local Bodies.
  • The third one is at District level for better coordination and liaison between the Regional level administration and gross root level Rural Local Bodies of the State.
  • The fourth one is the Town Planning Wings of all Urban Local Bodies of the State.

STAFFING PATTERN OF DISTRICT OFFICE:

  • The District Offices headed by the District Town & Country Planning Officer (DTCPO).
  • The District Town & Country Planning Officer (DTCPO) is assisted by one Senior The post of Senior Assistant is vacant at Suryapet District ever since the formation of the District Offices in the year 2016. The post is filled up with a Junior Assistant (VRA) by the District Collector 01.08.2022.

3.DUTIES & FUNCTIONS:

The duties and functions of the District Office can be divided into Technical and Administrative.

A. Technical Matters:

  • Indicative Land Use Plans
    1. Preparation of ILUPs for Gram Panchayats having population up to 10000 and submit to the Regional Deputy Director Town Planning/Directorate of Town &Country Planning for
    2. Change of land use proposals in ILUPs without deletion of roads and proposals of realignment of roads of ILUP and sending it for approval of Regional Deputy Director Town Planning/Directorate Of Town & Country.
  • Layouts
    1. Technical clearance of all Layouts up to one hectare in respect of Gram Panchayats
    2. Submission of feasibility report for layouts in Gram Panchayats with an extent of above one hectare to Regional Deputy Director Town Planning/Directorate of Town & Country
  • Building Approval:
    1. Technical Approval of Buildings Plans of buildings more than 3floors or 9 height in an extent of 450 Sqm in Gram Panchayats.
  • Industrial Proposals:
    1. Technical clearance of Industrial buildings with investment more up to 5 crores of plant and machinery cost (irrespective of H.P)
  • Annual Inspection of all Gram Panchayats other than Mandal Head Quarters in the District in respect of town planning.

B.  Administrative Matters:

 Sanction of all kinds of Casual leaves to the Staff

C. Financial Matters:

1)Drawing and Disbursement Officer for the District

2)_Purchase of Stationary required for Technical work in the District Office

a. Technical Approval of Buildings Plans with more than 3 floors or 9 mts, height in an extent of 450 Sqm in Gram Panchayaths

4.   Installation Proposals:

a. Technical clearance of Industrial buildings with investment up to 5 crores of plant and machinery cost (irrespective of H.P).

5.  Annual Inspection of all Gram Panchayats   except GPs of Mandal Head Quarters

 

 

B. Administrative Matters:

 

 

1. Sanction of casual leaves of Subordinate staff working in DTCPO office.

 

 

2.   Inspection of Gram Panchayats.

 

 

3. Any other work assigned by the higher authorities from time to time.

 

 

C. Financial Matters:

1. Drawing and Disbursement Officer for the DTCPO Office.

 

 

2.   Purchase of Stationary required for Technical work in the DTCPO Office

A. For Gram Panchayats (Upto1 hectare)

Under Rule 11 to of TSGP Land Development rules 2002. Prior Technical approval of the District Town & Country Planning is required for Layout approvals

1. The land owner submits the application along with documents, layout plans, FMB sketches, topo- detailed plans / contour plans, encumbrance certificate, extract of Base Map / Master Plan/ village map etc, to the Gram Panchayat through e-

Panchayath online

2. The Panchayat Secretary forwards the proposal to the District Town and Country Planning Officer (DTCPO)through e- Panchayath online

 

 

 

 

3. The DTCPO will examine the proposals and forward a Draft Technical layout pattern (Technical Approval to the Panchayat Secretary, showing road pattern open space and plots to communicate the same to the applicant with certain conditions to be imposed while releasing draft layout. The Panchayat Secretary shall within 15days of the receipt of the Draft Technical approval, communicate the Layout approval to the applicant

with conditions.

 

 

 

 

4. After completion of the infrastructural facilities in the layout and compliance of all the conditions of draft layout, the applicant submits application for issue of final layout through e- Panchayath online along with completion certificate issued by the Mandal AEE, PR Department. On receipt of the same through online, the Panchayath Secretary forwards the same to the

DTCPO for further action

 

 

 

 

 

5. After receipt of-remarks from Panchayat Secretary, based on the reports, the Technical layout Pattern with L.P. No. (Technical approval) will be sent to Panchayat Secretary along with conditions to be imposed while releasing the layout.

In case of layouts above 1 hectare and up to 2 hectares the proposals will

be forwarded to the RDDTP with feasibility report. In case of layouts above 2 hectares the proposals will

be forwarded to the DT&CP with feasibility report

Building applications.

As per G.O.Ms.No.168 M.A.,

Dt.7-04-

2012. The

Gram Panchayats for the individual residential building up to G + 2 floors shall be permitted in local bodies. for the buildings up to & above G+2 floors shall be permitted by the Local Body after obtaining the technical approval of

DTCPO/Regional

Director of Town and Country Planning, /DT &CP., Hyderabad.

1. The applicant submits the proposal for building construction along with plans and ownership documents etc. to the local

authority through e -Panchayath online.

                     The District Layout Approval Committee was constituted vide No H/1391/2021 dated 01.10 2021, wherein the DTCPO, Suryapet was assigned the task of site inspection of TG-bPASS layouts on behalf of District Layout Approval Committee. In compliance to the orders of the District Collector, the DTCPO, Suryapet is performing the site inspection and submitting the report online.
