A BRIEF NOTE OF LABOUR DEPARTMENT, SURYAPET DISTRICT

 

            The Labour Department in the District is headed by the Deputy Commissioner of Labour, Nalgonda, who is having jurisdiction of erstwhile Nalgonda District and as far as Nalgonda District is concerned, and is assisted by the Asst. Commissioner of Labour, Nalgonda and Asst. Commissioner of Labour,Suryapetand (2) Asst. Labour Officers, Suryapet and Kodad in the District.

The main functions of the Labour Department are:-

  1. Maintaining Industrial Relations.
  2. Quasi Judicial Functions.
  3. Enforcement of Labour Laws.
  4. Registrations and Renewals of Establishments under the Labour Laws.
  5. Registrations of Construction Workers, Establishments&Cess Collection under Building& Other Construction Workers Act.
  6. Labour Welfare Activities.
  7. Beedi& Cigar Workers Housing Programme.
  8. Elimination of Child LabourProgrammes.
  9. Administration and Accounts.
  10. Inter-State Migrant Worker Welfare.
  11. Other Functions duly entrusted by the Government from time to time.
  • Industrial Relations:-
    1. Trade Union Act, 1926.
    2. Industrial Dispute Act, 1947.

The Industrial relations in Suryapet District are peaceful. Whenever there is unrest, the dispute will be resolved through conciliation between the management and union amicably.

Quasi Judicial Functions:– To hear and decide the claims of the workmen under:-

  • Workmen’s Compensation Act, 1923.
  • The Minimum Wages Act, 1948.
  • The Payment of Wages Act, 1936.
  • The Payment of Gratuity Act, 1972.
  • TS. Shops & Establishment Act, 1988.

3. Enforcement of Labour Laws:- Deputy Commissioner  Labour to Asst. Labour Officers are notified as inspector  under following Labour Enactments.

  1. Minimum Wages Act, 1948.
  2. TS.Shops& Establishments Act, 1988.
  3. Motor Transport Workers Act, 1961.
  4. Beedi& Cigar Workers Act, 1976.
  5. Contract Labour (R&A) Act, 1970.
  6. Inter State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979.
  7. Child Labour (Probation & Regulation) Act, 1986.
  8. S.Labour Welfare Fund Act, 1987.
  9. Building & Other Construction Workers (Regulation of Employment & Conditions of Service) Act, 1996.
  10. Working Journalist & Other New Paper Establishments (Condition of Services and Misc. Provisions) Act, 1955.
  11. Payment of Wages Act, 1936.
  12. Payment of Bonus Act, 1965.
  13. Payment of Gratuity Act, 1972.
  14. Equal Remuneration Act, 1976.
  15. S. Factories & Establishment (National Festival and Other Holidays) Act, 1974.
  16. The Sales Promotion Employees (Conditions of Service) Act, 1976.
  17. Cine workers and cinema Theatre Workers (Regulation of Employment) Act, 1981.
  18. Maternity Benefit Act.

4.Registrations and Renewals of Establishments under the Labour Laws:-  The Officers are Registration and Licensing Officers and issue Registration Certificates and Licenses to various establishments under the following Acts:-

  • TS. Shops & Establishment Act
  • Contract Labour (R&A) Act.
  • Building & Other Construction Workers Act.
  • Inter State Migrant Workers Act.
  • Trade Union Act.
  • Beedi& Cigar Workers Act.
  • Motor Transport Workers Act.

5.Cess Collection Under Building & Other Construction Workers Act:- 1% Cess to be collected  on cost of construction form Building & Other Construction Establishments (Excluding land cost)

6.EODB: Ease of doing Business:- The Deputy Commissioner of Labour, Asst. Commissioners of Labour and Asst. Labour Officers have to conduct Inspections of Establishments as per the inspection schedulegiven by CGG (Centre for Good Governance) on the allotted dates, for the purpose of inspections Asst. Labour Officers and Asst. Commissioners of Labour are notified as Inspectors for entire district and the Deputy Commissioner of Labour is notified for entire state.

7.Elimination of Child LabourProgrammes:- The Labour Department is responsible for enforcement of Child Labour Act, 1986. The Labour Department in co- ordination with other line Departments namely Women and Child welfare, Police, Revenue and NGOs is conducting operation smile and Operationmuskan as part of the Elimination of child Labour undertakes, Inspections, Awareness Generation Programs and Rehabilitation Activities with the cooperation of NGOs and other line Departments.

8.Inter-State Migrant Worker Welfare:-The Labour Department implements the Inter- State Migrant workers Act to the Migrant Workmen from other States working in various Brick Kilns.
